Delhi Police Arrests ‘Most Wanted’ ISIS Operative in Major Security Breakthrough

In a significant development, the Delhi Police successfully apprehended Rizwan Ali, a notorious Islamic State (ISIS) operative, in a covert operation within the national capital. Ali, a resident of Daryaganj in Delhi, had been on the radar of the National Investigation Agency (NIA) for his involvement in various terror-related activities. His arrest near Ganga Baksh Marg, close to Biodiversity Park, marks a critical victory in the ongoing efforts to combat terrorism in India.
During the operation, authorities recovered a .30 bore star pistol along with three live cartridges from Ali’s possession, further implicating him in dangerous activities. Ali’s criminal record is extensive, with multiple cases filed against him under various sections of the Indian Penal Code (IPC), the Arms Act, the Maharashtra Police Act, and the Unlawful Activities (Prevention) Act (UAPA). Given the severity of his offenses, the NIA had placed a reward of Rs 3 lakhs on his capture.
Among the cases registered against Rizwan Ali, one particularly stands out. FIR No. 06/2023, filed on July 22, 2023, includes charges under sections 379 (theft), 468 (forgery), 511 (attempting to commit offenses), and 34 (acts done by several persons in furtherance of common intention) of the IPC. It also includes violations under sections 3(25) and 4(25) of the Arms Act, sections 37(1)(3) and 135 of the Maharashtra Police Act, and sections 13, 15, 16(1)(B), 18, and 20 of the UAPA. This particular case, initially registered at the Anti-Terrorism Squad (ATS) Police Station in Kalachowky, Mumbai, is currently under NIA investigation.
Another case, FIR No. 243/23, was registered on September 18, 2023, under section 120B (criminal conspiracy) of the IPC, sections 18 and 20 of the UAPA, and sections 4 and 5 of the Explosive Act. This case was originally registered at the Special Cell Police Station in Lodhi Colony, New Delhi, but is also being investigated by the NIA due to its high-profile nature.
The arrest of Rizwan Ali is expected to provide critical insights into the operations of ISIS and its affiliates in India. His extensive criminal background and involvement in terror-related activities make him a significant figure in the network of extremists operating within the country. The case is anticipated to be handed over to the NIA for further investigation, given the complexity and severity of the charges against him.
