The government  open to a joint panel evaluation of the Iksit Bharat Shiksha Adhishthan Bill presented in the Lok Sabha.

The administration has indicated that it is willing to bring the Viksit Bharat Shiksha Adhishthan Bill, which aims to establish three councils and an overarching higher education commission, to a joint committee. The Bill was introduced by Union Education Minister Dharmendra Pradhan. Under the direction of a chairperson chosen by the President of India, the Higher Education Commission will oversee all central universities and colleges as well as important national institutions operating under the Ministry of Education’s administrative jurisdiction, such as IITs, NITs, IISc, IISERs, IIMs, and IIITs.

The bill, which the government intends to present during the winter session to restructure the education system, calls for a three-council commission to act as the sole regulator of higher education. This commission will be responsible for establishing academic standards, enforcing outcome-based accreditation, and giving institutions graded autonomy.

The University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the National Council for Teacher Education (NCTE) are to be replaced by the Viksit Bharat Shiksha Adhishthan Bill, 2025, formerly known as the Higher Education Commission of India (HECI) Bill. Additionally, it aims to control the creation of higher education institutions by penalizing those who establish universities without the required government consent with a fine of ₹2 crore.
