PM Modi Inaugurates Kartavya Bhavan, A New Administrative Hub for Key Ministries

On August 6, 2025, Prime Minister Narendra Modi inaugurated the newly constructed Kartavya Bhavan-3, a landmark addition to Delhi’s Central Vista redevelopment project. Located along Kartavya Path, the structure marks the beginning of a massive transformation in India’s administrative infrastructure, aiming to centralize government operations for increased efficiency and sustainability.
Spanning nearly 1.5 lakh square metres, Kartavya Bhavan-3 is the first of ten planned buildings under the Common Central Secretariat (CCS). The building consists of two underground levels and seven above-ground floors, and will house several major Union ministries and departments. These include the Ministries of Home Affairs, External Affairs, Rural Development, Petroleum and Natural Gas, and Micro, Small and Medium Enterprises (MSME). It will also accommodate the Department of Personnel and Training (DoPT) and the Office of the Principal Scientific Adviser.
Designed with a strong emphasis on environmental sustainability, the building incorporates a range of green features. These include rooftop solar panels generating over 5 lakh units annually, double-glazed facades, LED lighting with motion and daylight sensors, solar water heating systems, and an advanced HVAC system. It functions as a zero-discharge facility, recycling approximately 1.1 million litres of wastewater per day to meet 60% of its water needs. Additionally, it processes up to 1,000 kg/day of organic waste to produce compost and includes electric vehicle charging stations.
Equipped with modern technology and security systems, the facility features ID-based smart card access, CCTV surveillance, centralized energy monitoring, and an Integrated Building Management System. These features make it a significant upgrade over the aging, scattered government offices across Delhi.
The inauguration ceremony included a public address by PM Modi at Kartavya Path and led to traffic diversions across central Delhi between 5 PM and 9 PM. Authorities issued advisories for alternative routes to minimize disruption.
This inauguration marks a key milestone in the Central Vista project, with the next two CCS buildings expected by September 2025. The entire project, including the new Executive Enclave and PM’s residence, is slated for completion by mid-2027.
