PM Modi Warns Against Using Terrorism as Strategic Asset as Pakistan Takes SCO Chair

Prime Minister Narendra Modi has issued a strong warning against the use of terrorism as an instrument of state policy, saying countries that provide support, shelter or resources to terrorists must be given an unequivocal message that terrorism can never be treated as a strategic asset.

Modi made the remarks while addressing the Shanghai Cooperation Organisation (SCO) summit in Bishkek, where Pakistan formally took over the organisation’s chairmanship. Pakistani Prime Minister Shehbaz Sharif was among the leaders attending the summit, giving Modi’s comments added significance amid continuing tensions between the two countries over cross-border terrorism.

The Indian Prime Minister said the fight against terrorism was central to achieving the SCO’s objectives. He called for the dismantling of the entire ecosystem that supports terrorism, including terrorist financing, recruitment, radicalisation and safe havens. Modi stressed that there should be no double standards in dealing with terrorism and urged member countries to adopt a united approach against the threat.

Beyond security concerns, Modi outlined India’s broader priorities for the SCO, focusing on three key pillars — security, connectivity and opportunity. He said the organisation should move from its 25-year foundation of dialogue and cooperation towards achieving tangible results that improve people’s lives.

Modi also highlighted the importance of reliable connectivity in promoting trade and economic development across the region. India has supported initiatives that connect markets, facilitate commerce and create new avenues for development, while maintaining its emphasis on transparency, sovereignty and financial sustainability.

Technology and innovation also featured prominently in his address. The Prime Minister stressed the potential of emerging technologies, startups, digital transformation and youth participation to create new opportunities for SCO member states. He said regional cooperation should focus not only on security but also on improving economic prospects and quality of life.

Modi further called for stronger cooperation among SCO members in areas such as artificial intelligence, information technology and innovation. India also announced its readiness to host the first SCO Civilisation Dialogue Forum, aimed at encouraging greater cultural understanding among participating nations.

The Prime Minister’s address came as the SCO marked 25 years of its existence. He urged member states to use the organisation’s shared geography as a foundation for shared opportunities and deeper cooperation, while stressing that terrorism, separatism and extremism remain major threats to regional peace and stability.
