Delhi Government Initiates Collaboration for Effective Governance Amidst NCCSA Challenges
In a significant move aimed at streamlining administrative processes, Delhi’s Minister Atishi announced on August 16th that the AamAadmi Party (AAP) government has embarked on a plan to establish better coordination among various government departments and the National Capital Civil Service Authority (NCCSA). This announcement comes as a response to the pending bill in Parliament, set to replace an ordinance concerning service matters in Delhi.
Earlier, Chief Minister Arvind Kejriwal had decided to postpone the NCCSA meeting slated for July 28th, due to a bill pending in Parliament. The bill, focused on the control of services in the national capital, was eventually enacted as the GNCTD (Amendment) Act 2023. Atishi, a prominent figure within the Delhi government, emphasized that it’s imperative for the government to respect this Act and ensure that the city’s affairs continue unhindered.
Addressing the media outside the Delhi Assembly, Atishi explained, “Numerous hurdles have impeded the NCCSA meetings. The Delhi government is committed to facilitating coordination between various departments and the NCCSA. In line with the GNCTD Amendment Act, our objective is to ensure that the Authority convenes meetings promptly and that the well-being of Delhi’s residents remains unaffected.”
Promising a proactive approach to this situation, Atishi revealed that Chief Minister Arvind Kejriwal himself would be attending the NCCSA meeting. This reaffirms the government’s dedication to upholding its promise that the progress and functionality of the city’s administration should not suffer any setbacks. Atishi also disclosed that she has issued an official directive for seamless coordination between different departments, ministers, and the NCCSA.
A government official further elaborated that these coordinated efforts would continue until the Supreme Court delivers a verdict on the services matter. The NCCSA was initially established through an ordinance in May, which was subsequently replaced by a bill in Parliament during the Monsoon session. However, the ordinance’s formation has been challenged by the AAP government in the apex court, leading to the matter being referred to a constitution bench.
Amidst these developments, Atishi was also questioned regarding the discontinuation of funds to the Delhi Jal Board, which has impacted its operational capabilities. She attributed this challenge to the ordinance introduced by the central government. According to her, the officers within the administrative setup have been operating according to their own discretion, given their accountability to the Lieutenant Governor rather than the democratically elected government of Delhi.
This situation underscores the significance of establishing a robust and transparent governance framework. By pursuing enhanced coordination between different departments and the NCCSA, the Delhi government aims to ensure the efficient functioning of the city’s services, while also adhering to the legal amendments introduced by the GNCTD Amendment Act 2023.
