Kremlin Says U.S. Yet to Share Detailed Ukraine Peace Plan With Moscow

The Kremlin on Friday said Washington has not yet provided any detailed briefing on its proposed 28-point peace plan for the war in Ukraine, even though the United States has already presented the document to Kyiv. Kremlin spokesperson Dmitry Peskov stated that while there have been limited informal exchanges between Russian and American officials, no structured negotiations or substantive discussions about the plan are underway.

Peskov noted that Moscow remains open to dialogue but emphasized that Russia has still not received a formal explanation of the U.S. proposal. He added that the absence of direct engagement on such an important initiative raises questions about Washington’s intentions and the feasibility of the plan moving forward.

Commenting on the situation on the battlefield, Peskov claimed that recent Russian advances have further narrowed the options available to Ukrainian President Volodymyr Zelenskiy. According to him, Kyiv must recognize the changing strategic landscape and consider entering talks sooner rather than later. Continuing the conflict, he warned, would be both “pointless and dangerous” for Ukraine.

Ukrainian President Zelenskiy confirmed earlier this week that his government had received the U.S. peace framework. While he refrained from sharing specifics, he said Ukraine is prepared for “constructive and prompt” engagement on the matter. However, Kyiv has repeatedly insisted that any negotiation must be based on full respect for Ukraine’s territorial integrity.

The U.S. has not yet outlined how or when it plans to involve Russia in the process, or whether its proposal includes preconditions such as troop withdrawals or security guarantees. With no formal dialogue established and tensions on the ground escalating, the prospects for meaningful diplomatic progress remain uncertain.

As both sides assess the evolving military and political environment, the lack of direct communication between Washington and Moscow continues to cast doubt over the next steps in potential peace negotiations.
