Russia Declines To Provide Pakistan With A Discount Of 30–40% On Crude Oil

According to a report by The News December 1, Russia has denied to offer Pakistan a 30 to 40% discount on crude oil and stated that it is unable to make any offers at this time since all volumes were committed.

On November 29, a delegation from Pakistan headed by its State Minister for Petroleum Musadik Malik arrived in Moscow for a three-day visit to talk about things like the import of crude oil at a reduced price, payment methods, and shipping charges.

The Russian side stated that they would take Pakistan’s demand into consideration and communicate their decision via diplomatic channels, therefore the negotiations did not end on a definitive note, according to the article.

The News further quoted sources to claim that Russia can provide crude oil to Pakistan at the same prices it does for other large customer countries with stable economies at the appropriate moment. Moscow added that all of its existing supplies were reserved for major purchasers.

According to the article, Russia has requested that Pakistan first fulfill its commitment to the joint project known as the Pakistan Stream Gas Pipeline, which would be built from Karachi to Lahore. Pakistan, however, declared it wanted to alter the project’s paradigm during their discussions in Moscow.

The report stated that Russia claimed the project’s shareholding GtG (government to government) model was already finalized and only a few clauses remained to be agreed upon.

Ishaq Dar, the finance minister of Pakistan, had stated on November 13 that Washington could not prevent Islamabad from acquiring Russian oil. In addition, he stated that Islamabad planned to negotiate petroleum import conditions with Moscow that were comparable to those reached for New Delhi.

The US State Department stated on November 30 that it does not oppose Pakistan importing Russian crude oil.

Additionally, the United States stated that it had knowledge of the Pakistani delegation’s trip to Moscow and that it had no sanctions in place against Russian energy exports to other nations.
