The Lok Sabha was presented with the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Bill, 2025. The bill has been opposed by the opposition. It breaks the Department of Atomic Energy’s exclusive monopoly and opens the nuclear industry to private businesses along the value chain.

Private suppliers and investors are discouraged by the Civil responsibility for Nuclear Damage Act (CLNDA) 2010’s heavy responsibility. Because private engagement involves sensitive materials and technology, it necessitates more robust safety and traceability. Nuclear facilities take seven to ten years to develop, which lowers investor interest in the absence of risk-sharing or viability-gap methods.
