In this historic event today with me is present, Popular CM of Assam Shri Himant Biswa Sarma Ji, Home secretary to Government of India, Shriman Bhalla ji, Intelligence Bureau chief shri Deka ji, all the representatives of ULFA, representatives of various caste groups and student federations ofNorth east and Assam, and members of the press, it is matter of great joy for me, that today is a golden day for the future of Assam, Assam has endured violence, the entire North East has endured violence, the day when Modi Ji became prime minister, from that day, from 2014, steps have been taken to reduce the distance between Delhi and North East, with open mind and heart talk initiated with everyone, beginning happened, under his leadership the home ministry has been functioning with the vision of insurgency free, violence free and conflict free North East, in the past 5 years 9 peace and border related accords in the different states of North East have taken place, due to this, in a big part North East peace has been established, on record, a cadre of more than 9000has surrendered, and talking about Assam then AFSPA has been removed in 85% areas of the state, and today, the Indian government, Assam government and the United Liberation Front of Assam (ULFA) between them a tripartite agreement has been reached, through this we are succeeding in putting an end to talks of all the armed groups of Assam, this is very important for peace in Assam and North East, today, though this MOU, the representatives of ULFA have surrendered all the arms and ammunition, dissolution of armed organization, and the areas under the cadre to be vacated and to take part in the democratic process of the country, to take part in unity and integrity of the country, all of them have given their consent, this is a topic of great joy for me, talking only about the struggles of ULFA then, almost 10,000 people have died in this long struggle by ULFA, and from 1989 to now, from either or side have died they are were the citizen of this country, today a comprehensive solution of this problem is being reached, I am filled with joy, talking to the representatives of ULFA by the government of India, a package of huge amount and along with a number of projects for development of Assam has been approved, I want to assure you all that every detail of the negotiations, in full-stop and comma’s will be discussed and the Narendra Modi government will stand true to your faith, I want to assure you this, friends talking about Assam itself then after the formation of Modi ji government, the incident have declined by 87% and death by 90%, kidnapping by 84%, and only in Assam almost a cadre of 7500 has surrendered and a number of 700 will add up to this, a cadre of 8200 surrendering in Assam alone, this is a mark of a new era of peace in Assam, agreement that happened, I definitely want to tell the entire journey from agreements to the solutions, in 2019 an agreement was reached with NLFT in Tripura.

In 2020, Bru agreement took place. In 2020, Bodo agreement was done. In 2021, Karbi agreement was signed. In 2022, an agreement was signed with tribal groups. In 2022, Assam-Meghalaya border dispute agreement was signed. In 2023, Assam-Arunachal border dispute agreement was done. In 2023, Dimasa peace agreement was signed. Recently, in 2023, an agreement with United National Liberation Front was signed. Today, an agreement with ULFA is going to happen. I believe, for the whole Northeast and especially for Assam, a new era of peace is going to start. Today, I want to assure to all the representatives of ULFA that the way you have shown your faith towards the Centre, the Ministry of Home Affairs will develop a program that will implement all the demands in a time bound manner. The Ministry of Home Affairs will also form a committee which will try to implement all these agreements with the Government of Assam. We have done with Bodo, Bru or in Tripura, all the agreements signed after 2019, we are implementing these demands before time. Today, the historical event, which is taking place, firstly, I would like to thank the Prime Minister of the country Mr. Narendra Modi, due to his broader vision of making Northeast free from insurgency, this would not have been possible. Further, I would like to thank the Chief Minister of Assam, officials of the Assam government, Home Secretary, DIB and all the officials working under them for successfully executing the negotiation process. In this event, the representatives of ULFA must be highly credited because they have signed this agreement by keeping faith on it.
