Women in Civil Defence Can Play a Vital Role in National Security: Dr. Kiran Bedi

India’s iconic leader and trailblazer, Dr. Kiran Bedi, while addressing the members of the Calcutta Chamber of Commerce Ladies Forum (CCCLF), emphasized that civilian women can serve as a powerful force in national security through active participation in civil defence and community policing. Speaking at a special session organized by Smt. Manjula Jain, Chairperson of CCCLF, on November 12, 2025, in Kolkata, Dr. Bedi urged women to step forward as protectors and change-makers in society, especially in times of evolving security challenges.

Dr. Bedi, India’s first woman IPS officer (1972), has long been a symbol of courage, discipline, and innovation. Through her India Vision Foundation, she has tirelessly promoted financial literacy, entrepreneurship, and gender equality, highlighting that true empowerment begins with education and economic self-reliance.

As the first female UN Police Adviser, Dr. Bedi integrated women into global peacekeeping efforts, underscoring their indispensable contribution to international security. Her transformative tenure as Inspector General of Tihar Jail (1993–1995) turned Asia’s largest prison into a model of reform, introducing Vipassana meditation, yoga, vocational training, and de-addiction programs. These initiatives brought dignity and purpose to inmates—especially women and youth—promoting rehabilitation over punishment.

In her role as Special Secretary to Delhi’s Lt. Governor, she initiated community policing and traffic reforms, deploying women patrols to curb eve-teasing and enhance urban safety. Later, as Lt. Governor of Puducherry (2016–2021), Dr. Bedi led digital governance reforms, promoted grassroots engagement through cycle rallies, and launched several programs for education, healthcare, transparency, and women’s safety, inspiring holistic development and civic responsibility.

Her legacy of integrity, innovation, and compassion continues to inspire generations, proving that ethical and empathetic leadership can transform communities.

Dr. Bedi’s engaging discourse deeply moved the dynamic and accomplished women of CCCLF, leaving a lasting impact on all present. Visionary leader Smt. Manjula Jain, who has been a driving force behind women’s empowerment, freedom, and social upliftment in Kolkata and across West Bengal, has positively influenced thousands of lives over the past decade. She also serves as the Head of WICCI Eastern Region, carrying forward her mission of empowering women and building stronger, more resilient communities.
