Supreme Court to Set Up High-Powered Panel to Probe Alleged Delhi Police Excesses During Student Protests

The Supreme Court on Tuesday said it would constitute a high-powered committee to investigate allegations of police excesses during student protests held in Delhi last month, marking a significant step in the ongoing scrutiny of the authorities’ handling of the demonstrations.

The protests, centred around demands for accountability over examination-related issues and broader education reforms, had witnessed clashes between demonstrators and the Delhi Police at Jantar Mantar and surrounding areas. Several student groups and activists accused the police of using excessive force, including baton charges and other coercive measures, against protesters.

During the hearing, the apex court indicated that the proposed committee would examine complaints relating to alleged police brutality, violations of protesters’ rights and other concerns raised by demonstrators. According to reports, the panel is expected to include retired judges and senior officials with experience in law enforcement and investigations.

The court’s move comes amid continuing political and public debate over the events of July 20, when thousands of students and youth activists participated in protests in the national capital. The demonstrations led to confrontations with security personnel, resulting in injuries, detentions and multiple FIRs. Protesters alleged that authorities used disproportionate force, while the police maintained that their actions were necessary to control a situation that had turned disorderly.

Delhi Police defended its conduct before the Supreme Court, stating that several officers were injured during the clashes and asserting that measures taken on the ground were aimed at maintaining law and order. The force also explained the deployment of personnel in plain clothes, saying it formed part of its crowd-management strategy.

Student leaders and civil society groups welcomed the court’s intervention, arguing that an independent inquiry is necessary to establish the facts and ensure accountability. Some groups have also sought the withdrawal of criminal cases registered against protesters.

The Supreme Court is expected to issue a detailed order on the composition and functioning of the committee. Its findings could play a crucial role in determining whether any action is warranted against officials involved in the handling of the protests and in shaping future guidelines for policing public demonstrations.
