Parliament Clears Key Taxation and Appropriation Bills Despite Opposition Protests on Monsoon Session Day 14

Parliament completed significant legislative business on the 14th day of the Monsoon Session on Thursday, passing key financial legislation despite repeated disruptions and protests by Opposition members in both the Lok Sabha and the Rajya Sabha. While demonstrations over various political issues led to frequent adjournments, the government succeeded in securing the passage of important Bills before the Houses concluded proceedings.

Among the major developments of the day was the passage of the Taxation Laws (Amendment) Bill, which seeks to amend provisions relating to direct and indirect taxes. The government said the legislation is aimed at streamlining tax administration, improving compliance and addressing procedural issues in the existing tax framework. The Bill was cleared after discussions amid intermittent disruptions in Parliament.

Another key piece of legislation approved during the day was the Appropriation Bill, enabling the government to withdraw funds from the Consolidated Fund of India to meet expenditure authorised during the current financial year. The passage of the Bill ensures that government departments and ministries have the financial resources required to continue their operations and implement various programmes and welfare schemes.

Despite the legislative progress, proceedings in both Houses were repeatedly interrupted by Opposition members, who raised slogans and demanded discussions on issues including police action against student protesters and other political matters. As soon as the Houses assembled, Opposition MPs entered the Well of the House and continued their protests, prompting the presiding officers to adjourn proceedings multiple times.

The government maintained that it remained open to discussing issues raised by the Opposition under parliamentary rules but urged members to allow legislative business to continue. Ministers argued that repeated disruptions should not prevent Parliament from carrying out its constitutional responsibilities, particularly with several important Bills awaiting consideration during the Monsoon Session.

In the Rajya Sabha, similar scenes unfolded as Opposition members staged protests while demanding responses from the government. Despite the disruptions, the Upper House also completed scheduled business, including consideration and passage of key financial measures. Outside Parliament, Opposition MPs continued demonstrations, reiterating their demands and criticising the government’s handling of the issues they had raised. Efforts to resolve the impasse through consultations between the government and Opposition leaders remained inconclusive.
