Trump’s Russian Oil Policy Draws Criticism as US Faces Questions Over Tariffs on India

US President Donald Trump’s approach to Russian energy purchases has come under scrutiny after reports of a potential arrangement to import Russian diesel emerged alongside Washington’s punitive trade measures against India for buying Russian crude oil. The contrasting approaches have raised questions about the consistency of the administration’s energy policy and its demands on countries trading with Moscow.

In 2025, Trump imposed an additional 25 per cent tariff on Indian goods, citing New Delhi’s continued purchases of Russian oil. The measure was presented as part of Washington’s efforts to pressure countries whose energy imports provide revenue to Russia amid its war against Ukraine. India, however, maintained that its oil purchases were guided by national interests, energy security and the need to obtain affordable supplies.

The latest controversy centres on reports that the United States is considering or pursuing arrangements to obtain Russian diesel to address domestic fuel requirements and rising energy costs. The prospect has prompted criticism over the apparent difference between Washington’s treatment of India’s energy trade with Russia and its own willingness to consider Russian fuel supplies.

The debate has also intensified following developments in US legislation that could expand the administration’s authority to impose tariffs on countries purchasing Russian energy. Such measures would give Washington additional leverage over international trade with Moscow, although their implementation would depend on the relevant legal provisions and executive decisions. India has consistently defended its energy policy, arguing that crude oil procurement must reflect domestic demand, market conditions and the availability of supplies.

 External Affairs Minister S. Jaishankar has previously pointed to the importance of affordable energy for Indian consumers and noted that Western countries had, at different points, recognised the role of Indian purchases of Russian oil in maintaining stability in global energy markets. The issue has also drawn criticism from Ukraine. President Volodymyr Zelensky has argued that revenue generated through Russian energy exports helps Moscow finance its military campaign. From Kyiv’s perspective, continued purchases of Russian fuel by major economies undermine efforts to restrict the financial resources available to the Kremlin.

The contrasting positions have renewed debate over the relationship between energy security, economic sanctions and geopolitical pressure. While Washington has defended measures targeting countries that purchase Russian oil, its reported willingness to consider Russian diesel supplies highlights the competing priorities governments face when balancing foreign policy objectives against domestic energy requirements.
