Prime Minister Narendra Modi, ahead of his visit to Russia for the 22nd India-Russian Annual Summit, emphasized the importance of reviewing all aspects of bilateral cooperation with President Vladimir Putin. In his statement, Modi highlighted his anticipation to discuss various regional and global issues, aiming to reinforce the strategic partnership between India and Russia.
Modi’s visit to Russia signifies a continuation of the Special and Privileged Strategic Partnership that has evolved over the past decade. This partnership encompasses a wide range of sectors, including energy, security, trade, investment, health, education, culture, tourism, and people-to-people exchanges. Modi expressed his eagerness to engage with the vibrant Indian community in Russia during his stay.
Upon his arrival in Moscow, Modi will be welcomed by President Putin, who has planned a private dinner in the Prime Minister’s honor. This informal setting will allow the two leaders to engage in extensive discussions. The following day, Modi is scheduled to interact with the Indian community in Russia, pay respects at the Tomb of the Unknown Soldiers in the Kremlin, and visit an exhibition in Moscow.
The summit-level talks between Modi and Putin will be followed by delegation-level discussions, covering a comprehensive agenda. Key topics include defense, trade linkages, civil nuclear cooperation, culture, education, and people-to-people contacts. The ongoing Russia-Ukraine conflict is expected to be a significant point of discussion, with Modi likely reiterating India’s stance that this is not the time for war and urging for dialogue and diplomacy to resolve the crisis.
Modi will also address the issue of Indian nationals who were misled into participating in Russia’s war with Ukraine. While ten Indians have returned home, an estimated 30-45 Indian nationals are still working for the Russian Army. India has been actively engaging with Russian authorities to ensure their early repatriation.

Following his visit to Moscow, Modi will travel to Austria, marking the first visit of an Indian Prime Minister to the European nation in over 41 years. In Austria, Modi will meet President Alexander Van der Bellen and Chancellor Karl Nehammer. The visit aims to enhance the bilateral partnership, focusing on new and emerging areas of innovation, technology, and sustainable development.
Modi expressed his enthusiasm for the discussions in Austria, highlighting the shared ideals of democracy and pluralism between the two countries. He looks forward to exchanging views with business leaders from both nations to explore mutually beneficial trade and investment opportunities.
