Lok Sabha Speaker Om Birla called for increased parliamentary cooperation to address global concerns as the two-day 12th BRICS Parliamentary Forum got underway on Monday in Samvidhan Sadan’s Central Hall.
Birla stated that terrorism, regional conflicts, wars, economic instability, trade difficulties, and climate change transcend national boundaries in his inauguration speech to delegations from 20 nations, including 11 BRICS members. He emphasized that via communication, diplomacy, and collaboration, parliaments may foster peaceful responses, reduce international tensions, and increase confidence. In addition to interacting with heads of parliamentary delegations, Prime Minister Narendra Modi also took a group photo with other delegates and parliamentary speakers.
Birla said parliamentary institutions should be judged by tangible outcomes rather than discussions alone. “The success of our Parliament will be measured not merely by discussions, but by the tangible outcomes they deliver,” he said, urging countries to translate shared commitments into effective policies serving public interest.
He greeted the delegates and stated that their attendance demonstrated a common dedication to communication, legislative cooperation, respect for one another, and democratic principles. He said that participating nations shared democratic principles and a duty to mankind despite disparities in geography, culture, language, and society. “The true strength of BRICS lies in its ability to transform diversity into a source of strength, shared purpose and collective progress,” he added.
Birla called the unanimous acceptance of the Joint Statement at the Modi-chaired BRICS Summit of Heads of State and Government in New Delhi a significant turning point. He stated that turning its promises into long-lasting outcomes was the top goal.
With reference to “Strengthening Parliaments for People-Centric Development,” the forum’s 2026 theme, Birla emphasized that it is the duty of BRICS to raise the Global South’s profile globally. In order to maintain continuity, accountability, and efficient democratic supervision in the face of unpredictability, he advocated for more robust institutional capabilities and legislative frameworks.
According to Birla, parliaments must adapt to the goals of the populace, promote unity, maintain openness, and continue to be answerable to the people. The Speaker noted that positive change and institutional reform might enhance discussions, boost public participation, and assist lawmakers in adapting to shifting demands.
