Government Operationalizes Cross-Border E-Commerce Export Framework to Boost MSMEs

New Delhi: The Central Government has operationalized the Inventory-based Cross-border E-Commerce Export Framework under the Foreign Trade Policy (FTP) 2023, marking a significant step toward strengthening India’s export ecosystem and empowering domestic manufacturers and MSMEs.

The new framework provides a comprehensive policy and procedural structure for facilitating inventory-based cross-border e-commerce exports of goods manufactured or produced in India. It includes multiple safeguards to ensure that the benefits of online exports primarily reach Indian manufacturers, traders, and Micro, Small and Medium Enterprises (MSMEs) while maintaining strict regulatory oversight.

The framework also enables export-only inventory operations through registered exporters-on-record, allowing Indian businesses to access global fulfilment networks more efficiently. Importantly, it guarantees timely payments to Indian sellers within the prescribed timeline, irrespective of when payments are received from overseas buyers.

According to the Ministry of Commerce and Industry, the initiative is expected to significantly enhance India’s participation in global e-commerce supply chains by improving market access, ensuring transparency, facilitating faster payments, enabling seamless pass-through of export incentives, and strengthening regulatory compliance. The move is expected to provide a major boost to India’s digital export economy and expand global opportunities for domestic businesses, particularly MSMEs.
