CBI Probe Reveals Handwritten Question Paper Behind NEET-UG 2026 Leak Scandal

The investigation into the NEET-UG 2026 paper leak has uncovered a sophisticated network involving handwritten question papers, scanned documents, coaching intermediaries, and large financial transactions, according to findings by the Central Bureau of Investigation (CBI). The scandal, which has triggered nationwide outrage, has raised fresh concerns about the credibility and security of one of India’s largest entrance examinations.

Sources linked to the investigation said the leaked question paper was allegedly handwritten in Rajasthan before being scanned into digital PDF files and circulated among select candidates. The material was reportedly shared through encrypted messaging platforms, coaching institute contacts, and private communication channels operating across several states.

The CBI’s inquiry has identified a network extending through Rajasthan, Haryana, Maharashtra, and parts of Uttar Pradesh. Investigators believe multiple individuals played specific roles in the operation, ranging from obtaining and reproducing the paper to distributing it to students ahead of the examination.

Officials probing the case said students and parents allegedly paid substantial amounts to access the leaked material. Initial findings indicate payments ranging from Rs 2 lakh to Rs 5 lakh, although some accused are suspected of charging significantly higher sums under the guise of providing “guaranteed” question papers and answer keys. Authorities are now tracing the financial transactions connected to the alleged racket and examining bank records, digital wallets, and cash movements.

Several arrests have already been made in connection with the case. The CBI has reportedly detained suspects from Jaipur, Gurugram, and Nashik, while searches have been conducted at multiple locations linked to coaching operators and middlemen. Investigators are also questioning candidates who are believed to have received the leaked papers before the examination.

According to officials familiar with the probe, the paper leak operation relied heavily on rapid digital circulation. Once the handwritten questions were prepared, they were converted into scanned PDF documents and allegedly distributed through mobile applications and messaging services shortly before the exam. Investigators suspect that the leak was designed to avoid detection by limiting the time between circulation and the actual examination.

The controversy has deeply affected lakhs of students and families across the country. NEET-UG is the primary gateway for admission to undergraduate medical courses in India and is taken by more than 23 lakh aspirants annually. Following mounting allegations and protests over irregularities, authorities cancelled the NEET-UG 2026 examination and handed the case over to the CBI for a detailed nationwide investigation.

The incident has intensified demands for stronger examination safeguards and greater accountability within the system. Education experts and student groups have called for stricter monitoring of examination logistics, tighter control over digital communications, and tougher penalties for those involved in exam fraud.

In response to the controversy, the government is reportedly considering major reforms to the examination process. Among the proposals being discussed is a hybrid examination model in which question papers would be digitally transmitted to secure printing facilities located directly at examination centres. Officials believe such a system could reduce the risk of papers being physically transported and leaked before the test.

Authorities are also evaluating the use of enhanced encryption technologies, real-time surveillance, biometric verification, and stricter monitoring of coaching networks. The reforms aim to restore public confidence in the examination process and prevent similar incidents in the future.

As the investigation continues, the CBI is expected to widen its probe further to identify additional individuals who may have been involved in the leak network. Officials have indicated that more arrests and interrogations are likely in the coming days as the agency examines the full extent of the operation.
